Housing policies of the central and eastern European countries are changing dramatically. Governments as suppliers of housing for the public are being replaced by market mechanisms in the private sector. To facilitate the development of housing markets, establishing well-functioning housing finance systems has emerged as an important policy issue for transition economies. This publication contains selected papers originally submitted to the workshop on housing finance in transition economies organised by the OECD in June 2000. It provides the first in-depth survey of current situations and challenges in the development of housing finance in major transition economies, in particular, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, the Slovak Republic and Slovenia. It also reviews current trends in housing finance in advanced market countries and their implications for transition economies.

Se loger aujourd'hui au Maghreb constitue souvent un problème pour les classes pauvres, et même de plus en plus, selon les pays, pour les classes moyennes. «Architecture ou révolution !», proclamait Le Corbusier : si la crise du logement a laquelle les gouvernants sont ainsi confrontes est sans doute d'abord une crise du développement, elle pourrait bien, dans le contexte des nouveaux choix économiques et d'une urbanisation mal maîtrisée, dégénérer en crise plus générale. Réunissant des sociologues, des juristes, des architectes-urbanistes, des géographes, des politologues et des économistes, Habitat, Etat, Société au Maghreb analyse par pays différents aspects du problème et examine les réponses apportées indépendamment ou conjointement par les autorités politiques et les populations.

Le logement minimum. Ce texte est la première traduction en langue anglaise de l'essai publié en 1932 par l'une des figures de l'Avant-garde tchèque des années 1920-1930, Karel Teige (1900-1951). Il y livre ses réflexions sur l'habitat prolétaire, montre que Gropius, Le Corbusier, Mies van der Rohe, et d'autres conçoivent surtout pour l'élite. Il envisage le logement minimum non pas comme une version réduite d'un appartement bourgeois, mais comme un type de logement entièrement nouveau conçu en collaboration par des architectes, sociologues, économistes, responsables de la santé, médecins, travailleurs sociaux, politiciens et syndicalistes.

San Francisco is perhaps the most exhilarating of all American cities--its beauty, cultural and political avant-gardism, and history are legendary, while its idiosyncrasies make front-page news. In this revised edition of his highly regarded study of San Francisco's economic and political development since the mid-1950s, Chester Hartman gives a detailed account of how the city has been transformed by the expansion--outward and upward--of its downtown. His story is fueled by a wide range of players and an astonishing array of events, from police storming the International Hotel to citizens forcing the midair termination of a freeway. Throughout, Hartman raises a troubling question: can San Francisco's unique qualities survive the changes that have altered the city's skyline, neighborhoods, and economy? Hartman was directly involved in many of the events he chronicles and thus had access to sources that might otherwise have been unavailable. A former activist with the National Housing Law Project, San Franciscans for Affordable Housing, and other neighborhood organizations, he explains how corporate San Francisco obtained the necessary cooperation of city and federal governments in undertaking massive redevelopment. He illustrates the rationale that produced BART, a subway system that serves upper-income suburbs but few of the city's poor neighborhoods, and cites the environmental effects of unrestrained highrise development, such as powerful wind tunnels and lack of sunshine.
